Auditor Ball Submits Reply Brief for Kinship Caregivers at the KY Court of Appeals

​​​FRANKFORT, KY (May 5, 2026)  Yesterday, Auditor Ball submitted a reply brief to the Kentucky Court of Appeals related to her investigation of Governor Beshear’s Cabinet for Health and Family Services into their implementation of SB151, known as the Kinship Care Bill. 


“We’re taking the Governor to court not only on behalf of the Auditor’s office, but also on behalf of Kinship Care caregivers and children,” Auditor Ball said. “Senate Bill 151 provided help for Kinship Care homes, and the Governor and his Cabinet for Health and Family Services are not being transparent into their implementation of this legislation. The Governor and his Cabinet explicitly refused to provide certain facts related to my office’s investigation.  


Auditor Ball said, “the Auditor’s Constitutional and statutory obligations require full transparency and disclosure when information is requested from state entities and officials. It’s time for the Governor to honor his Constitutional duties as the head of his Administration, and direct his Cabinet to support our investigation, not obstruct it. 


The Auditor's reply brief continues her appeal of the Franklin Circuit Court’s dismissal of her action to force the Governor and the Cabinet to comply with her investigation requests. ​
