Email:Alice Wilson  

 

Assistant State Auditor
Alice Wilson, CPA is serving as Assistant State Auditor and brings more than 20 years of government auditing experience to her new role. Wilson most recently served as Executive Director of the Office of Audits for the Kentucky Transportation Cabinet, a position she has held for the last seven and half years. Wilson, who is a graduate of the University of Kentucky, also spent 12 years working in the Auditor of Public Accounts office, including six years as Audit Manager.

Chief of Staff
Sara Beth Gregory joined the Auditor’s office after working eight years as an attorney with Carroll & Turner, P.S.C. in Monticello. She previously served in public office, having been first elected as State Representative for the 52nd District in 2010 and winning re-election in 2012. She later won a special election to the open 16th District State Senate Seat and served until 2014. Gregory, a graduate of the University of Kentucky and the UK College of Law, also served as a law clerk for Senior Judge Eugene E. Siler, Jr., with the United States Court of Appeals for the Sixth Circuit.

Executive Director of the Office of Technology and Special Audits, and Office of Financial Audits
Prior to her appointment, Libby Carlin CPA served as Assistant Auditor of Public Accounts and acting Executive Director for the Office of Financial Audits from 2012 through 2015. She began her state government career in 1997, and most of her state government work has been with the Auditor of Public Accounts in various positions. She is a graduate of Morehead State University where she obtained bachelors and masters’ degrees in business administration.

General Counsel and Executive Director of the Office of Legal and Record Services
Chris Hunt was appointed as General Counsel and Executive Director of the Office of Legal and Record Services in January 2017. Prior to joining APA, Hunt operated his own law firm, Hunt Law Firm, PLLC, and has eight years of experience in private practice handling a variety of legal matters. A native of Ohio County, Hunt is a graduate of the University of Kentucky with a bachelor's degree in Economics and Political Science magna cum laude, and received his Juris Doctor from UK in 2008. Chris is a member of the Ohio County Bar Association, and the Kentucky Bar Association. Chris has served as director and president of the Ohio County Chamber of Commerce.

  

 

Email:James Royse

Deputy Executive Director for the Office of Financial Audits
James Royse, CFE, also served in this position from 2012 to 2015. Royse is a Certified Fraud Examiner, and began his state government career with the Auditor of Public Accounts in 1994. His past positions at the APA include financial auditor and audit manager. Royse is a graduate of the University of Kentucky.

Deputy Executive Director for Office of Technology & Special Audits and Office of Financial Audits - State
Jason Johnson, CFE, CGAP, has spent 22 years with APA prior to his appointment as Deputy Executive Director for the Office of Technology and Special Audits, and the Office of Financial Audits. Before being appointed to his new position, Jason worked five years as an audit manager and has held various positions within APA. Jason is a graduate of Eastern Kentucky University with a bachelor’s degree in business administration.

Communications Director
Michael Goins brings more than 23 years of communications experience to his new role, including most recently serving more than five years as the Communications Director for the Kentucky House Republican Caucus. Goins also served as Deputy Communications Director for Governor Ernie Fletcher, and held senior communications positions in the Transportation and Education Cabinets. He is also a former award-winning television news reporter, covering issues for WSAZ-TV in Huntington, West Virginia, and as Big Sandy Bureau Chief for WYMT-TV in Hazard. Goins is a graduate of Eastern Kentucky University.

Information Technology Director
Tom Sparkman brings more than 17 years of experience within APA to his new position as Information Technology Director. He graduated Summa Cum Laude from Sullivan University with a degree in computer science and Microsoft Network Engineer diploma, and also won the President’s Cup Award. Tom has also taught networking classes at Sullivan University. He holds certifications as a Microsoft Certified Systems Engineer (MCSE), and as a Network+ Certified Professional by CompTIA (Net+).

Financial Operations Director
Tim Gutman graduated from the University of Kentucky with a degree in Accounting and a minor in Economics, and has more than 20 years of government auditing experience. He has worked as a financial auditor and auditor in charge over local government audits in northern and central Kentucky and has assisted in the completion of other audits, such as the state’s Comprehensive Annual Financial Report and the Statewide Single Audit of Kentucky. In addition, Tim has served as an administrator over the agency’s TIPS program for reporting fraud and abuse, and worked as an administrator over the agency’s auditing software where he has trained audit staff. He has also served as the agency liaison for contracts with CPA firms and has worked in quality assurance reviewing and processing local government audits.

Executive Assistant to the Auditor
Brian Darnell is a licensed Realtor, licensed property and casualty insurance agent, and a licensed life and health insurance agent. Darnell, who is a graduate of Western Kentucky University, brings over 12 years small business ownership experience and 12 years corporate management and sales experience to his role.

Executive Assistant to the Chief of Staff, and Executive Assistant to the General Counsel
Heather Wells Combs brings twelve years of experience in serving the Commonwealth in various roles, including most recently Executive Director of the Kentucky Office of Occupations and Professions and Legislative Director and Policy Advisor at the Kentucky Public Protection Cabinet. She began her public service career in constituent services within Kentucky’s 6th Congressional District Office. Combs is a graduate of the University of Kentucky. She and her husband, Shannon, reside with their family in Madison County.

Assistant to Auditor Harmon
Before coming to work for the Auditor’s office, Alta Renfro served as a Legislative Assistant in the Kentucky Legislative Research Commission (LRC) and has also served as an assistant in the insurance agency. Before starting her career Renfro spent several years working on her family’s farm.
