Lorran oversees all functions of the Auditor’s Office and serves as Auditor Allison Ball’s Chief Advisor. She previously served as the Deputy State Treasurer and Chief of Staff under Ball's leadership in the State Treasurer's Office. She is a graduate of Lindsey Wilson College and the University of Kentucky J. David Rosenberg College of Law and is admitted to practice law in Kentucky. A Monroe County native, Lorran now lives in Lexington with her husband and daughter.
Shawnna supervises audit operations and assists in the preparation of audit reports to ensure fiscal transparency and government accountability. Before joining the Auditor’s Office, Crouse was a Tax Consultant at Deloitte, specializing in Multistate Tax, based in Washington, D.C. Crouse earned an undergraduate degree in accounting from Asbury University and went on to earn a master’s in accounting from the University of Virginia. She is a dually licensed CPA in Kentucky and Ohio.
Jon oversees the Commonwealth Office of the Ombudsman. He brings a depth of notable experience to the role, having spent decades working on behalf of children and families across the Commonwealth. Grate served as Auditor Harmon's Chief of Staff and General Counsel, having previously served a term as Deputy Secretary of the Justice and Public Safety Cabinet. Additionally, Grate served two decades leading the staff of the Judiciary Committees in the Kentucky General Assembly, drafting legislation on topics related to the judicial system, including child dependency, neglect, and abuse, civil rights, domestic relations, substance abuse, the juvenile code, and much more.
Alex oversees all legal efforts within the office. Prior to joining the Auditor’s Office, Magera served as Assistant Solicitor General for Attorney General Daniel Cameron. He was a Judicial Law Clerk for the Honorable Eugene Siler Jr. of the United States Court of Appeals for the Sixth Circuit, the Honorable Chief Judge Greg Stivers of the United States District Court for the Western District of Kentucky, and the Honorable Chief Justice John D. Minton Jr. of the Kentucky Supreme Court. He is a graduate of the University of Kentucky J. David Rosenberg College of Law.
Brian oversees the office’s budget and management operations, including Human Resources and Information Technology. Previously, Ingle served as the Director of Disbursements and Accounting at the Treasurer's Office under the leadership of Treasurer Ball. He has extensive experience in state government, including time working as Director of Motor Vehicle Licensing with the Kentucky Transportation Cabinet. Brian graduated with his bachelor's from Central Bible College.
Heather assists in overseeing the Ombudsman’s Office. Wagers, an attorney, is well-known as a subject matter expert on matters involving vulnerable and abused children in the Commonwealth, having served as the Director of Trafficking and Abuse Prevention and Prosecution in the Attorney General's Office. Prior to that role, she served as the Deputy General Counsel and Legislative Director for the Justice and Public Safety Cabinet, having been promoted after a career of service with the Kentucky State Police, where she advocated for public safety initiatives. Wagers also notably served as an elected member of the Personnel Board, the proxy chairwoman for the Child Abuse and Neglect Prevention Board, served on the Kentucky Multidisciplinary Commission on Child Sexual Abuse, and was recognized as a Legendary Partner by the Children's Advocacy Centers in 2022 for her efforts in combating child abuse. She continues to serve as a member and advocate of the Children's Justice Act Task Force. Wagers lives in Frankfort with her husband and their two sons.
Joy oversees strategic communication efforts for Auditor Ball's initiatives and helps deliver audit findings to the public. Markland previously served as Deputy Communications Director at the Kentucky State Treasury. In 2022, Markland graduated from Asbury University, where she served as Student Body President. Joy also served as the Kentucky FFA State President from 2018-2019.
Jeremy assists the General Counsel with all legal efforts within the office. Prior to joining the Auditor's Office, Jeremy served the Commonwealth as an Assistant Attorney General and Executive Director of the Kentucky Occupational Safety and Health Review Commission. Prior to his time serving the public, he worked as a litigation attorney in the private sector. He is a graduate of the University of Kentucky J. David Rosenberg College of Law.
Savannah assists with specialized audit investigations and examinations. Before joining the Auditor's Office, Baker practiced education and government law at Sturgill, Turner, Barker & Moloney, PLLC and clerked for the United States District Court of the Eastern and Western Districts of Kentucky. She is a graduate of the University of Kentucky J. David Rosenberg College of Law.
Noah oversees the technological infrastructure of the Auditor's Office. Wilson has prior work experience with the Cabinet for Health and Family Services, Commonwealth Office of Technology, and Kentucky Educational Television. He is a graduate of Bluegrass Community and Technical College, and he currently holds an active AWS Certified Solutions Architect-Associate Certification.
Hannah leads communication efforts through public and social media postings to better inform the citizens of the Commonwealth about the Ombudsman's Office. Wall obtained a bachelor's in marketing and graphic design with honors from Asbury University. She has experience crafting communications for both English and non-English speakers, having spent time working in Spain preparing marketing campaigns for local non-profit patrons.
Ella works to provide high-level administrative support to ensure the smooth operation of the Auditor's Office. She coordinates communications and manages the Auditor's scheduling needs. Prior to joining the APA, Ella graduated from Asbury University in December 2024, where she obtained her bachelor's degree in communications and public relations.
Jim oversees audits conducted for county fiscal courts, sheriffs, clerks, and other local elected officials. Royse has been at the Auditor's Office since 1994 and has served in various roles during that time, including Deputy Executive Director of Financial Audits, Audit Manager, and Financial Auditor. He graduated from the University of Kentucky with a bachelor's degree in accounting and is a Certified Fraud Examiner.
Matt leads comprehensive audits of state government entities and oversees the office's public policy initiatives. Frey previously served as the Communications Director and Policy Advisor for Treasurer Ball. Before that, he served as Executive Director for the Kentucky Financial Empowerment Commission. Frey obtained his undergraduate degree from Northern Kentucky University and holds a Master of Applied Economics from George Washington University.
Tim oversees quality assurance for the Auditor's Office to ensure audits are in compliance with auditing and reporting standards and training and recruiting objectives are met. Tim started with the office in 1994 and has served in various roles, including Director of Financial Operations and as a Financial Auditor over local government and state audits. He graduated from the University of Kentucky with a bachelor's degree in accounting.
David assists and advises on matters within the Office of the Deputy State Auditor, such as reviewing workpapers, data analytics, research, and participating on panels and boards. He is a CPA candidate, working toward earning his certificate. Prior to working at the Auditor's Office, David graduated from Asbury University with a bachelor's degree in accounting.
Laura oversees the Division of Program Performance to ensure thorough, fair, transparent, and effective assessment of public assistance programs administered by CHFS. Sudkamp has a degree in Chemistry from the University of Kentucky. She previously served as Director for the Kentucky State Police Forensic Laboratories, overseeing six accredited forensic laboratories across the state, covering all criminal forensic disciplines. Notably, in 2019, she was the first civilian appointed to the Kentucky State Police Command Staff.
Bryan oversees the Complaint Review Branch and Quality Advancement Branch, which are responsible for investigating complaints directed toward CHFS programs and personnel. Morrow was previously the Deputy Solicitor General responsible for the Office of Criminal Appeals under Attorney Generals Russell Coleman and Daniel Cameron. Prior to that, Morrow worked as an Advisor for the Public Protection Cabinet's Office of Legal Services, where he provided legal services to state licensure boards.
Jane Harper assists in oversight and management to the Ombudsman. Previously, Harper served twenty years in executive support for The Fellowship Community, a Presbyterian non-profit in Louisville. Later, Harper served under the Secretary of the Justice and Public Safety Cabinet until 2022, when she joined the Office of the Auditor of Public Accounts as Deputy Chief of Staff under Auditor Harmon.
