Email:Libby Carlin 


Assistant State Auditor
Libby Carlin is a Certified Public Accountant, and began her state government career in 1997. Most of her state government experience has been with the Auditor of Public Accounts in positions including financial auditor, quality assurance auditor and financial audit manager. In addition to her current position as Assistant Auditor of Public Accounts, Libby also serves as executive director for the Office of Financial Audits. She is originally from Floyd County and graduated from Morehead State University with bachelor’s and master’s degrees in business administration. Libby currently lives in Georgetown with her husband and their daughter.



Email:Tom Bennett

Chief of Staff
Tom Bennett, who has more than two decades of state government experience, served as commissioner and chief law enforcement officer for the Kentucky Departments of Fish and Wildlife Resources from 1993 to 2005 and the Kentucky Department for Surface Mining Reclamation and Enforcement in 1988. He was also the deputy secretary of the Kentucky Natural Resources and Environmental Protection Cabinet and deputy secretary of Governor Brereton Jones' Executive Cabinet.

Executive Assistant to Auditor Adam Edelen
Prior to joining the auditor's office, Mitzi Geveden served as the extradition officer in the governor's office for more than six years. She also has worked as an executive assistant at the Kentucky Supreme Court for Chief Justice Joseph Lambert. Mitzi is originally from Louisville and has an associate degree in office administration from Jefferson Community and Technical College. She resides in Frankfort with her husband and three children.

Chief Operating Officer, Open Records Administrator
Gregory graduated from Indiana University in 1985 with a B.S. in Finance. After working in mergers and acquisitions, corporate finance and private banking with two of the top fifteen national banks in Miami, FL and New York, he returned to the Midwest. Furthering his career in banking, Gregory was in residential real estate lending for several years before coming to the Auditor of Public Accounts. After working as an auditor in the Division of Financial Audit, Gregory assumed the position of Administrative Branch Manager and Open Records Administrator, and was later promoted to Chief Operating Officer.



Email:Brian Lykins


Director of the Office of Technology and Special Audits
Brian Lykins is a certified information systems auditor and a certified fraud examiner with 28 years of experience in the state auditor's office. Brian started his career as a financial auditor and currently serves as director of the Office of Technology and Special Audits, as well as agency chief information officer. He directs the audit staff that conduct performance audits, information technology audits, special examinations and provides support for technology services. Brian is originally from Ashland and graduated from the University of Kentucky with a Bachelor of Science in accounting. He resides in Lexington with his wife and two daughters.

General Counsel
Bob McBeath has practiced law for 27 years. He began his career as a law clerk for former Chief Justice John S. Palmore at the Kentucky Supreme Court, where he also later served as staff counsel and Supreme Court administrator. After a seven year stint in the private sector abroad as an international law practitioner, he returned to public service in Kentucky. He is an 11-year veteran with the Auditor of Public Accounts, where he previously served as general counsel and more recently served as legal counsel. A Kentucky native, Bob received his undergraduate degree from Stetson University and law degree from the University of Louisville.



Email:Stephenie Hoelscher



Communications Director
Prior to joining the auditor's office in January 2012, Stephenie Hoelscher was the senior writer and digital marketing coordinator at Keeneland. She transitioned to public relations and marketing after a 13-year career as a newspaper reporter. She has worked at The Courier-Journal statehouse bureau in Frankfort, The Kentucky Post and The Daily Review (Towanda, Pa.) and interned at The Wall Street Journal Washington bureau, Cincinnati Enquirer and Centre Daily Times (State College, Pa.). Stephenie is originally from Towanda, Pa., and graduated from Ohio University with a Bachelor of Science in journalism.

Director of Intergovernmental Relations
Jeff Belcher, who began his career in public service in 1996, served as Governor Steve Beshear’s executive director of field services prior to joining the Auditor’s office. He was Gov. Beshear’s deputy director of field services from 2008 until 2012. He also served in Gov. Paul Patton’s Office of Constituent Services and worked in the Transportation Cabinet.

Jeff is from Harlan County, where his mother served as judge/executive. He has an associate degree from Southeast Community College. Jeff lives in Anderson County. He has a wife, four sons and one daughter.
